The selection of students for participation in exchange programmes is carried out:

under HSE’s partnership agreements with foreign universities;
in accordance with total available allocated quotas.

Submission of applications for participation in exchange programmes is held twice a year - autumn competition (from the start of September until mid-October) and winter competition (from mid-December until mid-February).

The following candidates may take part:

students who have a tuition waiver and are studying under tuition contracts;
Bachelor’s and specialist-level students from all HSE regional campuses who have successfully passed at least four sessions;
Master’s students from all HSE regional campuses;
postgraduate students from all HSE regional campuses;
students in good standing with the University;
priority is given to students who have not previously participated in international exchange programmes.

Students must submit the following documents:

a request for participation in the Call for Applications;
a motivation letter in the language you plan to study;
a free-format letter of support in English from your study programme or professor;
an Individual Study Plan put together by your Study Office based on a list of courses you will attend at the university/partner;
a foreign language certificate.

If there are a sufficient number of quotas, as determined in an agreement with a foreign university/partner, a quota shall be fixed for the applicant. If the number of applications exceeds the number of quotas, a competition procedure shall be organized.
